The Demise of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are delivered from multiple capitals. Considerable effort is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability provided through timely intelligence. From witness perspectives, defense planes that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes sober acceptance: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – probably Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to fill in the short term.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, no doubt, continue.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its favour.

Existing Situation

Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
